  1. MPP Cohorts are to separate the PennDOT MPP programs into two groups: Contractors and Consultants.

2.  Tiers are designed to help move Proteges through the MPP; each cohort has four. A protege’s tier may change, as shown in the diagram below.

3. MPP Tiers provide access to corresponding MPP Rooms; please see the MPP Room hierarchy diagram below.
